Scope Skill Sets as an agent - selftune

Task contract

Confirm the project root and supported harnesses. Build the smallest useful Set for that project, pin exact revisions, and show every destination before apply.

Procedure

Capture an existing project or create a Set from reviewed Library packages:

selftune sets capture --project /path/to/project --json
selftune sets plan --set <set-name> --project /path/to/project --json

Present new destinations, unchanged destinations, missing revisions, and conflicts separately. Apply only after the user approves that exact plan:

selftune sets apply --set <set-name> --project /path/to/project --json

Stop conditions

the project boundary is ambiguous;
a selected skill is protected, unresolved, or outside the reviewed Set;
a destination contains a conflicting unmanaged revision;
the plan became stale; or
workspace policy blocks or requires separate approval for the Set.

Expected result

Report the Set revision, harnesses, project root, created and unchanged paths, conflicts, and rollback receipt. Do not install the Set globally when the user requested project scope.
