Task contract

Return a complete inventory grouped by canonical skill identity and location. Distinguish identical duplicates, conflicting same-name revisions, protected packages, observed problems, and insufficient evidence.

Procedure

selftune skills audit --json
selftune skills consolidate --all-safe --dry-run --json

Present the dry-run plan before applying it. Do not select a canonical revision when SelfTune reports ambiguity. If the user approves the source-confirmed items, apply only those items and retain every decision receipt. Quarantine is a separate approval:

selftune skills quarantine --skill <skill-name> --dry-run --json

Stop conditions

two packages share a name but not a verified revision;
a destination changed after preview;
the package is protected or organization-managed;
the requested operation would overwrite an unmanaged destination; or
the user has not approved the exact mutation plan.

Expected result

Report the canonical packages, archived or linked locations, skipped conflicts, receipt identifiers, and rollback commands. Never describe an unobserved skill as unused.
